How we keep data current
Source documents reviewed monthly: USDA FNS implementation memos, the FY26 ABAWD waiver list, the BBCE state policy summary, and the HHS Federal Poverty Level update. State enforcement timelines and county waiver status reflect the most recent USDA guidance available at the date stamp on each state page.
Editorial standards
We frame federal rule changes as factual policy updates, not as political commentary. Where regulations are ambiguous or actively litigated, we say so and link to the underlying regulatory text. Every state page cites the originating USDA source and the last-reviewed date.
