Shirley Chia is the researcher and editor at SnapEligibility. She oversees verification of SNAP rules, state-level BBCE + ABAWD data, and cross-program eligibility claims (Medicaid, WIC, LIHEAP, school meals). Every state page and explainer article is reviewed against primary federal sources (USDA FNS, CBPP, HHS Poverty Guidelines, the Federal Register) before publication.
Scope and limits
Shirley is not an attorney, social worker, certified benefits counselor, or licensed navigator. She holds no credentials that authorize legal, financial, or eligibility advice for individual cases. Her role is research and editorial: making sure every page on SnapEligibility cites its sources, that rule data is current and consistent, and that the site's editorial standards are applied uniformly. Nothing on this site is legal or financial advice — final eligibility determination is made by your state SNAP agency.
Editorial standards
Under Shirley's editorship, SnapEligibility commits to the following:
- Every state-data figure (BBCE %, FPL threshold, gross-income limit) links to its USDA / CBPP / state-agency source.
- Every rule explainer cites the controlling regulation (7 CFR section, Public Law number, or USDA implementation memo).
- No paid placement of state agencies, providers, or programs in editorial copy.
- Affiliate disclosure on every page that contains an affiliate link.
- Substantiation requirements for any statistic (no "50% don't qualify" without source).
- Monthly + quarterly + yearly autonomous data-refresh against primary sources, with notes on what changed.
- No politically-coded framing of OBBBA — the rules are described as enacted; not as good or bad policy.
What Shirley doesn't do
Shirley does not run consultations, process individual SNAP applications, advise on specific eligibility cases, or provide legal / financial / immigration advice.
